Personnel & Administration Department

The Personnel & Administration Department of DMC supports the corporation’s operations by managing human resources, administrative services and internal oversight functions. Our goal is to ensure that the municipal workforce is competent, motivated and aligned with the corporation’s mission, while administrative processes run smoothly and effectively.

Key Functions

  • Recruitment, deployment and career-management of municipal staff: overseeing job postings, selections, appointments, transfers and retirements in accordance with relevant service rules and municipal bylaws.

  • Administration of employee services: payroll/salary processing, leave/attendance management, performance appraisals, training & capacity building, and welfare of staff.

  • Maintenance of organizational records: staff registers, service books, office orders, administrative files and departmental documentation to ensure reliability, transparency and compliance.

  • Coordination of administrative support functions: office management, procurement of non-technical services, property/asset inventory for administrative use, managing municipal headquarters facilities and general services.

  • Policy formulation and implementation: assisting in drafting administrative orders, service rules, standard operating procedures, and ensuring departments adhere to internal controls and procedural norms.

  • Liaison and support for senior leadership: facilitating coordination between the Mayor’s office, Commissioner, Executive Officer and Heads of Departments; scheduling meetings, documentation of decisions, follow-up on action items and ensuring timely implementation.
