Enforcement Department
The Enforcement Department of the Dibrugarh Municipal Corporation (DMC) is vested with the vital role of upholding municipal regulations, protecting public spaces, and ensuring orderly civic functioning across all wards of Dibrugarh.
Key Functions
Monitoring and taking action against illegal encroachments on footpaths, roads, public areas and drains—such as unauthorised street vendors, fast-food stalls and construction materials obstructing pedestrian movement.
Removing unauthorised hoardings, banners and signage (especially those violating anti-tobacco laws or lacking required permissions) in coordination with other departments.
Enforcing compliance with municipal directives, such as bilingual signage mandates for businesses, and coordinating inspection / enforcement drives in traffic‐sensitive zones.
Facilitating a dedicated enforcement squad (including citizen volunteers) for proactive monitoring of violations, and deploying resources (such as motor-cycles) to improve responsiveness and coverage across the city.
Vision
We strive for a Dibrugarh where public spaces are safe, uncluttered and accessible—where regulations are enforced fairly and consistently, enabling citizens, pedestrians and businesses to coexist in a well-ordered, vibrant urban environment.
Our Commitment
Undertake prompt action on citizen complaints about encroachments, illegal signage, or other regulatory violations, with minimal disruption to law-abiding businesses and residents.
Operate with transparency and fairness—ensuring that enforcement actions follow clear criteria, citizens and vendors are informed of rules & rights, and appeals channels are available.
Work in collaboration with business associations, vendor groups, neighbourhood committees and other departments so that enforcement aligns with positive urban growth.
Leverage modern tools and mobility (such as the Enforcement Squad’s motorbikes) to respond faster and cover more area, making regulatory oversight more effective.
