Land & Building Department

The Land & Building Department of DMC plays a pivotal role in managing, regulating and facilitating land and built-property matters across the city of Dibrugarh. Our aim is to ensure transparent, efficient, compliance-based oversight of land use, building permissions and property records, thereby contributing to orderly urban growth and civic infrastructure.

Key Functions

  • Maintaining accurate and up-to-date records of land parcels, building plots, ownership details and property usage within the city’s 22 wards.

  • Issuing approvals for building plans, construction permissions and occupancy certificates in accordance with the applicable building bylaws and zoning regulations.

  • Overseeing land rate notifications, valuation of properties for municipal purposes (for example, database of “ULB Land Rates” is publicly available).

  • Coordinating with other municipal departments and state agencies on matters such as conversion of land use, transfer of ownership, revision of property identifiers and enforcement against unauthorised constructions.

  • Implementing digitisation and unique identification systems for properties — including the deployment of permanent Unique Identification Number (UIN) plates for properties, navigation of records through QR codes and integration with taxation systems.

  • Conducting surveys, inspections and periodic audits of buildings and land holdings to ensure compliance with safety, zoning and environmental standards.
