Land & Building Department
The Land & Building Department of DMC plays a pivotal role in managing, regulating and facilitating land and built-property matters across the city of Dibrugarh. Our aim is to ensure transparent, efficient, compliance-based oversight of land use, building permissions and property records, thereby contributing to orderly urban growth and civic infrastructure.
Key Functions
Maintaining accurate and up-to-date records of land parcels, building plots, ownership details and property usage within the city’s 22 wards.
Issuing approvals for building plans, construction permissions and occupancy certificates in accordance with the applicable building bylaws and zoning regulations.
Overseeing land rate notifications, valuation of properties for municipal purposes (for example, database of “ULB Land Rates” is publicly available).
Coordinating with other municipal departments and state agencies on matters such as conversion of land use, transfer of ownership, revision of property identifiers and enforcement against unauthorised constructions.
Implementing digitisation and unique identification systems for properties — including the deployment of permanent Unique Identification Number (UIN) plates for properties, navigation of records through QR codes and integration with taxation systems.
Conducting surveys, inspections and periodic audits of buildings and land holdings to ensure compliance with safety, zoning and environmental standards.
