Licensing Department

The Licensing Department of Dibrugarh Municipal Corporation (DMC) ensures that commercial, industrial and street-vending activities within the city are carried out in a safe, lawful, and socially responsible manner. Through timely issuance, renewal and enforcement of licences, the Department upholds civic order, public health and regulatory compliance across all 22 wards of Dibrugarh.

Key Functions

  • Issuance of Trade Licences, permits for street vendors, hawkers and other mobile or stationary commercial activities in accordance with local laws and guidelines.

  • Renewal of existing licences, updating records and ensuring that businesses meet current obligations and performance standards.

  • Inspection and enforcement: monitoring licence-holders, conducting surprise checks and taking action (including suspension or cancellation) for violations such as illegal operations, non-compliance with health/safety norms, encroachments or unauthorised advertising. For example, DMC’s License Branch in collaboration with the enforcement team imposed fines and licence cancellations against open sale of tobacco products near restricted zones.

  • Facilitating vendor registration: A dedicated vendor-registration form is available online via DMC’s portal enabling street-vendors to apply, submit KYC details, and integrate into the city’s formal system.

  • Public consultation and grievance redressal: Providing clear guidance to applicants, maintaining transparency in licence processes, and handling complaints or appeals from businesses or citizens.
