Engineering Department

The Engineering Department of the Dibrugarh Municipal Corporation (DMC) is responsible for planning, designing, implementing and maintaining the city’s physical infrastructure. From roads and drains to public lighting and storm-water management, the department ensures that Dibrugarh’s civic systems are robust, efficient and responsive to the needs of all 22 wards.

Key Functions

  • Design and execution of construction and maintenance of roads, footpaths, bridges, culverts and other transport corridors within DMC jurisdiction.

  • Construction, cleaning and de-siltation of storm-water drains and drainage channels to prevent waterlogging and urban flooding, especially during monsoon.

  • Installation, upkeep and upgrading of street-lighting and public lighting systems for safety and night-time visibility.

  • Monitoring of structural safety of municipal buildings, public spaces and facilities; coordination of repair works and upgrades when required.

  • Coordination with other departments (for example sanitation, land & building, licensing) to ensure infrastructure works align with overall urban planning, land-use and service-delivery strategies.

  • Preparation of annual infrastructure plans, budgeting for capital works, procurement and supervision of contractors, and ensuring quality control of all engineering works.

Vision

To build and maintain resilient, sustainable and future-ready infrastructure for Dibrugarh — enabling smooth mobility, safe public spaces and reliable civic services that enhance the everyday life of its residents.

Commitment

  • Deliver timely and high-quality infrastructure projects that address priority needs—such as resurfacing high-traffic roads, clearing critical drainage bottlenecks and upgrading lights in dark zones.

  • Adopt modern engineering practices and materials, use data-driven monitoring of infrastructure performance (for example, tracking drain-blockage hotspots), and embrace preventive maintenance rather than reactive repairs.

  • Engage with community feedback—citizens are encouraged to report damaged roads, blocked drains or broken lights—and integrate that input into maintenance schedules.

  • Ensure transparency in project planning and execution: clear timelines, public notices of works, and visible signage at construction sites to minimise disruption and maintain safety.
